This position is located in the Regional Section for Europe, West & Central Asia (RSEWCA), Division for Operations (DO), United Nations Office on Drugs and Crime (UNODC) in Vienna. The Programme Officer (Drug Control and Crime Prevention) will report to the Chief of RSEWCA. S / he will work in close consultation with UNODC field offices in Europe, West and Central Asia, including the Country Offices in Afghanistan, (I.R. of) Iran, Pakistan, Regional Office for Central Asia as well as the Regional Office for South-Eastern Europe. S / he will also closely liaise with the Programme Offices in Eastern Europe..

  • Responsibilities

Within assigned authority, the Programme Officer (Drug Control and Crime Prevention) will be responsible for the following duties :

  • Support and manage the strategic direction for UNODC in Europe, West and Central Asia, including the identification of approaches and modalities to achieve UNODC’s objectives for the region, especially within the context of the Strategic Stability Grid for UNODC’s work in and around Afghanistan.- Lead the conceptualization, development, implementation, monitoring and evaluation of the UNODC integrated programmes in Europe, West and Central Asia.- Participate in strategic planning, development, management and implementation of the UNODC work in Europe, West and Central Asia.- Facilitate inter-agency cooperation, including in relation to the 2030 Agenda and related processes.- Facilitate the coordination of assistance (policy, strategic, technical and legal) provided to UNODC field offices in Europe, West and Central Asia, including by ensuring proper consultation with colleagues at UNODC Vienna, delivery of a variety of specialized technical services as well as by identifying / monitoring modalities for implementation.- Lead and / or participate in programming, support, needs assessment and other technical missions, including provision of guidance to external consultants, government officials and other parties.- Develop, implement and evaluate the programmes and projects;
  • monitor and analyze programme / project development and implementation;
  • identify problems and issues to be addressed and initiate corrective actions;
  • ensure follow-up actions;
  • as well as the regular auditing in order to ensure reliability and validity and to assess the system’s internal controls.- Contribute to fund-raising in relation to drug, crime, corruption and terrorism-related projects and programmes by preparing the materials and participating in major donor meetings;
  • building support for cost-sharing contributions from the Governments, identifying other alternative funding sources for UNODC projects and activities.- Act as a focal and quality assurance person for the reporting on project progress, and liaise with UNODC fund-raisers, donors and potential partners regularly.- Liaise on substantive issues with counterparts in the UN System, both in Vienna and in the field, officials of other international and regional organizations and specialized agencies;
  • follow up on the UNODC decisions, issues and documentation with their officials.- Organize and prepare written outputs, e.G. draft background papers, analysis, sections of reports and studies, inputs to publications, etc. Organize and coordinate the preparation of and draft / consolidate the reports to the Constituencies and other legislative and technical bodies as well as their subsidiary bodies, such as the UN Security Council, the General Assembly, the Economic and Social Council (ECOSOC), the Commission on Narcotic Drugs (CND), the Commission on Crime Prevention and Criminal Justice (CCPCJ).- Plan, organize, coordinate and carry out the ongoing review, monitoring and analysis of social, economic, security and political developments and trends in drug, crime and terrorism related areas at the national and regional as well as where relevant at global levels.- Advise and explain to the government, civil society organizations, UN agencies, and the public in general the UNODC mandate, work, policies and strategies.- Perform other work-related duties as assigned.CompetenciesCommunication :
