Overview
Head of Data Management Division – based in Luxembourg. The European Investment Bank (EIB) is seeking to recruit for its Group Information Systems Directorate (GIS), Data & Information Solutions Department (DIS), Data Management Division (DM) at its headquarters in Luxembourg. This is a full-time position at grade 7 with a permanent contract. The role is based at the Luxembourg headquarters and requires regular office presence. The EIB offers relocation support and an international, multicultural environment.

Purpose
Are you ready to lead one of the most critical transformations in the EIB Group’s digital journey? As Head of Data Management, you will shape and deliver the vision that moves the organisation from traditional on-premises data systems to a modern, cloud-enabled, AI-powered data ecosystem. You will define strategy, lead execution, and inspire teams to treat data as a driver of innovation, efficiency, and impact. You will build and govern next-generation data platforms — data warehouses, data lakes, real-time analytics — delivering high-quality, trusted, and actionable insights to empower decision-making and drive efficiency.
Operating Network
The Data Management Division manages a common foundation of high-quality data to enable secure and compliant solutions across business areas, including data collection, reporting, dashboarding, and analytics to benefit business services. The Head of Division reports to the Head of Data Information Solution Department and collaborates with other GIS Division Heads and business users involved in projects led by the Division.
Accountabilities
- Define, lead and implement the enterprise data vision : develop, communicate, and implement a forward-looking Data Strategy aligned with business strategy, IT architecture, and the Group’s digital transformation agenda.
- Modernize the data ecosystem : evolve legacy data warehouses into next-generation data platforms (data lakes, cloud-based analytics, AI / ML platforms) ensuring scalability, flexibility, and resilience.
- Enable data-driven decision-making : deliver high-performance reporting, dashboarding, and predictive analytics services that empower business units to act with speed and confidence.
- Ensure data security, privacy, and regulatory compliance by implementing industry best practices, risk assessments, and cybersecurity measures to safeguard sensitive data assets.
- Monitor and control project delivery in the Data Management domain to ensure timely, budget-compliant realization of business benefits.
- Ensure governance and compliance : establish robust frameworks for data quality, metadata management, lineage, security, privacy, and regulatory compliance.
- Drive technology transformation : promote cloud adoption, API-driven integration, DevSecOps, and shift-left automation to improve speed, reliability, and cost efficiency.
- Lead and inspire teams : recruit, mentor, and empower data engineers, BI, and analytics professionals; foster innovation, agility, and continuous learning while ensuring diversity of expertise.
- Vendor and service model management : streamline the vendor landscape, negotiate outcome-based models, and manage hybrid delivery (internal, outsourcing, and managed services).
- Deliver at scale : oversee a portfolio of large, complex data projects with measurable business impact.
- Shape the future : monitor market trends and emerging technologies, testing and scaling capabilities to advance the Group’s digital and data maturity.
Qualifications
University degree (equivalent to a Bachelor) in computer science or information technology-related field.Minimum 10 years of experience managing large IT projects and supporting production solutions / services with focus on Data Warehousing, Data Lakes, Analytics, and AI / ML platforms.Proven experience leading data transformation programs, including on-premises to cloud migrations (hybrid, multi-cloud).Experience managing and coaching people in multicultural environments or international organisations (responsible for team resources, objectives, performance, delegation, coaching).Experience in financial sector would be an asset, ideally in investment banking, with strong understanding of core business processes and data needs.Extensive experience delivering in hybrid on-prem / cloud environments for data warehousing, data lake, analytics, and AI.Demonstrated experience managing vendors in outcome-based or outsourcing models, and collaboration with vendors also in T&M mode.Proven track record delivering complex projects and managing a portfolio using diverse methodologies, including scaled agile.Experience in daily IT services / operations adhering to ITIL best practices, with exposure to shift-left automation and DevSecOps would be an asset.Excellent knowledge of English and / or French, with a good command of the other; knowledge of additional EU languages is advantageous.Competencies
